Widow’s Bay is a small New England island town that has been surrounded by rumors of curses, supernatural events, and cannibalism. Mayor Tom Lofits is a transplant who wants to modernize the town and attract tourism to their island, so he invites a travel reporter from the New York Times to come and learn more about their community.

Mayor Loftis’ goal seems to be to convince the locals of the town that the stories are all false, but many of them do not believe him and openly distrust him. Because Loftis believes the town needs economic help, he overlooks their worry about him.

When a local fisherman named Shep goes missing in a mysterious fog headed to Widow’s Bay, Local resident Wyck confronts Loftis about it. Shep turns up again, and Loftis goes to see him in the hospital and is attacked by a white-eyed Shep, seemingly proving some of the stories the locals believe about the island’s curses.

In the second episode, an article has come out in the Times encouraging people to come to Widow’s Bay. Tom agrees to stay a night in the Captain’s suite at the supposedly haunted inn in town to prove there is nothing wrong before tourists come. While there, he meets another visitor named William, who claims to be an engineer, but later that night attacks him as a clown.

The next morning, on the security footage, Tom is seen, but there is no one else who appears to be at the inn.
